Turkish Company Celebi Challenges Security Clearance Revocation
A Turkish aviation company, Celebi, is fighting back against India’s decision to revoke its security clearance. Celebi Airport Services India Pvt Ltd filed a petition in the Delhi High Court on Friday, May 16, 2025, challenging the aviation watchdog’s (BCAS) move. The BCAS revoked Celebi’s clearance citing ‘national security’ concerns.
This action comes just days after Turkey sided with Pakistan and criticized India’s strikes on terror camps in the neighboring country. A lawyer involved in the case confirmed the filing and expects the case to be heard next week.
Longstanding Presence in India
Celebi has been operating in India for over 15 years, employing over 10,000 people and providing ground handling services at nine airports across the country. These airports include major hubs like Mumbai, Delhi, Cochin, Kannur, Bangalore, Hyderabad, Goa, Ahmedabad, and Chennai. According to its website, Celebi handles approximately 58,000 flights and 5,40,000 tonnes of cargo annually in India.
BCAS Order and Celebi’s Response
The BCAS, in its order, stated that the security clearance for Celebi Airport Services India Pvt Ltd was revoked with immediate effect ‘in the interest of national security.’ Celebi had received its security clearance in November 2022.
Celebi Aviation India issued a statement asserting its full compliance with Indian aviation, national security, and tax regulations, emphasizing its transparent operations. The company denied any allegations regarding its ownership or operations in India, reaffirming its commitment to the Indian aviation sector.
DIAL Ends Association with Celebi
The Delhi airport operator, DIAL, also announced the termination of its association with Celebi entities responsible for ground handling and cargo operations at Indira Gandhi International Airport. Celebi Airport Services India Pvt Ltd and Celebi Delhi Cargo Terminal Management India Pvt Ltd were overseeing these functions.
Background: Turkey’s Role in the Indo-Pak Conflict
The move against Celebi comes amid heightened tensions between India and Pakistan.
Pakistan has been utilizing Turkish drones extensively in the military conflict with India. This has likely contributed to India’s decision to revoke the Turkish firm’s security clearance.
