Delhi’s Development Drive: How BJP’s ‘Four-Engine’ Model is Powering Change
In its first 100 days in power, the BJP-led Delhi government has made significant strides in key development initiatives, thanks to close coordination with central ministries and Lt-Governor V K Saxena. The party’s ‘four-engine’ model of governance, which leverages control at the Centre, State, and both municipal corporations, has enabled swift decision-making and implementation.
Key Initiatives and Appointments
Major decisions include the Cabinet nod for the Mahila Samriddhi Yojana, a Bill to regulate private school fee hikes, and the implementation of the Ayushman Bharat health insurance scheme. The government has also made strategic appointments, such as Kaushal Raj Sharma as CEO of the Delhi Jal Board, and Dr Madhu Rani Teotia, Sandeep Kumar Singh, and Ravi Jha in key positions in the Chief Minister’s Office.
PM Modi’s Personal Involvement
Prime Minister Narendra Modi is personally driving Delhi’s development agenda, aiming to transform the city into a ‘world-class capital’. The PM’s office is closely monitoring projects, including the rejuvenation of the Yamuna river, water supply, and sewage management. A meeting chaired by PM Modi and Union Home Minister Amit Shah has set a timeline for the Yamuna rejuvenation project.
Central Cooperation and Cooperative Federalism
Union ministers have been actively supporting Delhi’s new administration, with Minister for Road Transport and Highways Nitin Gadkari approving projects to decongest highways, and Minister for Housing and Urban Affairs Manohar Lal discussing solutions for water, road, and infrastructure projects. This marks a significant shift from the previous AAP government’s tenure, which was marred by conflicts with the Centre and bureaucrats.
A New Era of Governance
The Delhi government’s approach has been characterized by cooperation and consultation with the Centre and the Lt-G’s office. Chief Minister Rekha Gupta is visibly in command, signing off on decisions related to most government departments, and working in consultation with the L-G and the Centre. This approach has drawn comparisons with former Congress CM Sheila Dikshit’s art of statesmanship in Delhi.
