Maharashtra Civic Polls: The Long Wait is Almost Over

Civic Elections Imminent in Maharashtra
After years of delay, civic elections in Maharashtra are finally on the horizon. The Maharashtra State Election Commission (SEC) has urged the state government to begin the delimitation process, a crucial step before polls can be held for the state’s 29 municipal corporations.
Delimitation and Reservations: Key Challenges Overcome
The SEC’s push comes after the Supreme Court directed the commission to hold local body elections within four months, maintaining the 27% reservation for Other Backward Classes (OBCs) as per the Banthia Commission report. This effectively resolves a major hurdle that had stalled the electoral process for years.
The SEC is now awaiting the government’s response on delimitation, a process that involves redrawing ward boundaries and which will be followed by seat reservations and voter roll updates. Once these steps are completed, the election process can officially begin.
Three Years of Delays: A Tale of Politics and Court Battles
The delay in civic elections has been a prolonged saga marked by legal battles, political maneuvering, and administrative hurdles. The COVID-19 pandemic initially pushed back the elections, but the real roadblocks emerged with the delimitation process and the ongoing dispute over OBC reservations.
Adding to the complexity was the Shiv Sena’s split, leading to a change in government and subsequently, the withdrawal and re-introduction of delimitation orders, culminating in a court battle. The vacancy of the state election commissioner’s post also contributed to the delays.
Shifting Political Landscape: Mahayuti Ready, MVA Uncertain
The political landscape in Maharashtra has shifted significantly in recent months. The Mahayuti, comprising the BJP, NCP, and Shiv Sena, enjoys a comfortable majority in the Assembly after winning 230 seats. The BJP, eager to expand its influence, is particularly focused on capturing control of the Brihanmumbai Municipal Corporation (BMC), the country’s richest civic body and a stronghold of the Shiv Sena for decades.
In contrast, the Maha Vikas Aghadi (MVA), consisting of the Congress, NCP-SP, and Shiv Sena (UBT), remains noncommittal on contesting the upcoming civic polls unitedly. While the Congress and NCP-SP are open to exploring an alliance, the Shiv Sena (UBT) has ruled out any collaboration with the Mahayuti in Mumbai.

The appointment of Dinesh T. Waghmare as the new state election commissioner brings a sense of stability and renewed focus to the electoral process. With delimitation underway and the political parties gearing up for the polls, Maharashtra is finally poised for a much-anticipated democratic showdown.
