While the western coast of India awaits the arrival of the monsoon, pre-monsoon showers in the city have caused major arterial roads to be submerged, forcing the closure of key thoroughfares like Hosur Road.

Scenes of Despair: A Familiar Sight

Residents of inundated localities like Sri Sai Layout and S.T. Bed Layout were forced to rely on boats for rescue, reminiscent of the devastating floods the city experienced in 2015, 2017, 2020, and 2022. Sadly, four lives have been lost due to incidents involving tree falls, collapsing walls, and electrocution.

Is Bengaluru Rain-Ready?

The civic body, the Bruhat Bengaluru Mahanagara Palike (BBMP), typically wakes up to the monsoon threat only in April. This year, amidst growing concerns, Additional Chief Secretary Tushar Giri Nath and the new Chief Commissioner M. Maheshwar Rao convened a meeting on May 5th to review monsoon preparedness. Officials were urged to expedite works to mitigate flooding and address the concerns of citizens.

A History of Neglect: The Same Problems, Year After Year

Despite the urgency, the fact that annual maintenance work on crucial storm water drains (SWDs) is still underway just days before the monsoon is a cause for alarm. Citizen activists point out a disturbing pattern: the same areas flood year after year, highlighting the lack of effective solutions and the BBMP’s seeming inability to address the issue.

Data Tells a Story: The Need for a Paradigm Shift

Data from the India Meteorological Department (IMD) for Bengaluru reveals that rainfall significantly increases in April. The first rain often brings chaos, exposing the city’s vulnerability. Experts have called for a “paradigm shift,” urging the authorities to focus on pre-monsoon preparedness so that Bengaluru is “rain-ready” by April.

Growing Anxiety: Residents Fear the Rains

The recurring floods are causing increasing anxiety among residents. In Sri Sai Layout, for example, residents lived in fear as their homes were submerged in 4-5 feet of water. While the BBMP Chief Commissioner promised a “permanent solution,” residents remain skeptical, having heard similar assurances in the past.

Beyond Sri Sai Layout: A Citywide Crisis

The situation is mirrored in other flood-prone areas like S.T. Bed Layout and Trinity Fortune Layout. The recurring flooding points to a systemic failure in the city’s drainage system and urban planning. The BBMP’s sluggish response and lack of effective solutions are adding to the residents’ distress.

Road Maintenance Woes Exacerbate the Problem

Adding to the misery, ongoing roadworks across the city, including white-topping projects and underground cabling, have disrupted traffic flow and worsened drainage issues. These projects, while intended to improve infrastructure, have inadvertently created new bottlenecks for rainwater drainage.

Where Are the Solutions?

Activists argue that neither the city’s drains nor its lakes are adequately prepared for flood mitigation. They criticize the BBMP for not ensuring sufficient space in lakes to accommodate rainwater and for failing to properly desilt drains. This lack of preparation leaves the city vulnerable to recurring floods.

A Call to Action: Moving Towards a Sustainable Future

The recurring floods in Bengaluru serve as a stark reminder of the urgent need for a long-term, sustainable approach to urban planning and flood mitigation. The city needs to invest in a robust drainage system, desilt its lakes, and adopt green infrastructure solutions to manage rainwater effectively. Ignoring these issues will only result in further misery for its residents and greater economic losses for the city.
