Newsom Calls for Statewide Ban on Homeless Encampments

California Governor Gavin Newsom is taking a more aggressive approach to addressing the state’s homelessness crisis. On Monday, he urged hundreds of cities, towns, and counties to effectively ban tent encampments from public spaces like sidewalks, bike paths, and parks.

This move marks a significant shift in strategy for Newsom, who has previously focused on spending billions of dollars on housing programs and treatment for the homeless. While those efforts continue, this new initiative targets the highly visible problem of encampments.

New Template for Local Ordinances

Newsom’s administration has created a template ordinance that municipalities can adopt to outlaw encampments and clear existing ones. This template provides a framework for local governments to implement bans, making the process easier and more consistent across the state.

Homelessness Crisis in California

California is grappling with a severe homelessness crisis, housing roughly half of the nation’s unsheltered population. Last year, a record 187,000 people were homeless in the state, with two-thirds living unsheltered in tents, cars, or outdoors. The combination of a desirable climate and a crippling housing shortage has exacerbated the issue.

Financial Incentives and Pressure

Although Newsom cannot force cities to adopt the ban, he’s releasing over $3 billion in state-controlled housing funds that local officials can use to implement the template. This financial incentive adds pressure on cities to comply with his request.

Newsom’s call for statewide bans carries significant weight, particularly given his status as a prominent Democrat. This suggests a potential shift in how the Democratic party approaches homelessness, moving toward a more assertive stance on encampments.
